China’s Cosmetics Trade Surpasses RMB 170 Billion in 2025, Becoming World’s Largest Consumer Market

China’s cosmetics imports and exports exceeded RMB 170 billion (USD 24.8 billion) in 2025, cementing the country’s position as the world’s largest cosmetics consumer market for the third consecutive year. The General Administration of Customs (GAC) also announced new trade facilitation measures to support continued industry growth.

- Record Trade Volume: China’s cosmetics trade reached over RMB 170 billion in 2025, with total omnichannel transactions surpassing RMB 1.1 trillion for the third consecutive year. Domestic Chinese brands accounted for 57.37% of the market.
- Export Growth: Exports of domestically produced cosmetics rose 9.2% year-on-year to USD 7.82 billion, maintaining strong growth momentum for several consecutive years.
- Policy Support: The GAC launched a pilot program for electronic labeling of imported cosmetics in Shanghai, while revised inspection and quarantine measures for imported and exported cosmetics will take effect on December 1, 2026 to improve trade facilitation.

Domestic Brands Leading Growth:
Domestic Chinese brands held 57.37% of the RMB 1.1 trillion omnichannel market in 2025, reflecting the continued rise of local beauty companies in formulation quality and brand recognition. The GAC’s updated measures are designed to support the overseas expansion of Chinese beauty brands while optimizing inspection and supervision requirements for exported cosmetics. By reducing customs clearance costs and accelerating goods circulation, these policies help high-quality overseas consumer products enter the Chinese market more quickly while strengthening domestic supply capacity.
